Donna Williams Rucker is a nationally recognized leader in federal employment law and civil rights litigation, with more than two decades of experience handling complex, high-stakes legal matters. Her work centers on representing federal, state, and private sector employees in cases involving discrimination, harassment, retaliation, disability rights, and adverse employment actions. Donna’s practice also extends into appellate advocacy, business law, and criminal law, providing a comprehensive legal perspective across multiple domains.
As Managing Partner of Tully Rinckey PLLC’s Washington, D.C. office, Donna leads a high-performing litigation and trial practice, representing clients before federal courts, the Equal Employment Opportunity Commission (EEOC), the U.S. Merit Systems Protection Board (MSPB), and multiple state and local jurisdictions. Her career includes serving as Principal of her own firm, holding senior leadership roles across respected law firms, and even serving as a magistrate judge for the 17th Judicial Circuit.
Donna is widely respected within the legal community, having served as President and executive board member of the Metropolitan Washington Employment Lawyers Association. She is known for her strategic, client-centered approach—recognizing that no two cases are alike and tailoring each legal strategy to achieve the strongest possible outcome. Her tenacity, precision, and commitment to justice have earned her national recognition, including being named to the Lawdragon 500 Leading Civil Rights & Plaintiff Employment Lawyers and Lawdragon 500 Leading Litigators in America, as well as receiving the Elite Trial Lawyer Award.
Her experience also includes bankruptcy law, corporate counsel, personal injury, and medical malpractice litigation, further demonstrating the breadth of her legal expertise.
Within ROC Youth Community Engagement (RYCE), Donna serves as a Senior Legal Advisor, providing high-level guidance on employment law, civil rights protections, and organizational legal strategy. Her expertise supports RYCE in navigating complex legal frameworks, strengthening compliance, and ensuring that youth, families, and staff are protected under applicable laws and policies.
Donna’s background in advocating for individuals facing systemic inequities directly aligns with RYCE’s mission to support marginalized and underserved populations. Her presence within the organization strengthens its ability to operate with integrity, accountability, and a deep commitment to justice—particularly for youth and families impacted by systemic barriers.
